Rome at Last
After storms, imprisonment, trials, and countless challenges, Paul arrived in Rome just as God had promised. Though his circumstances were limited, the gospel continued spreading unhindered.

The Story Continues
The Book of Acts ends with the gospel still moving forward. The mission of Jesus Christ continues today through ordinary believers who worship, serve, grow, and share God’s love.

Acts 28

Season 4: Unstoppable

Introduction

The storm had passed.

The ship had been lost.

Yet every person aboard survived exactly as God had promised.

After months of danger, uncertainty, imprisonment, and hardship, Paul finally reached Rome.

This was the destination God had promised back in Acts 23:11.

But Paul’s arrival in Rome did not look like anyone expected.

He arrived as a prisoner.

He was under guard.

His freedom was limited.

Yet the mission continued.

The final chapter of Acts reminds us that God’s plans are not limited by human circumstances. Even while confined, Paul continued teaching, encouraging, and proclaiming Jesus Christ.

The Book of Acts ends not with defeat, but with the gospel continuing to move forward.

The mission remains unstoppable.

Historical Background

After the shipwreck, Paul and the other survivors landed on the island of Malta.

The islanders welcomed them and showed unusual kindness.

Following several months on Malta, Paul continued his journey and finally arrived in Rome.

As the center of the Roman Empire, Rome represented one of the most influential cities in the world.

The gospel had now reached the heart of the empire.

What began in Jerusalem in Acts 1 had traveled hundreds of miles through faithful witnesses empowered by the Holy Spirit.

Ministry on Malta

(Acts 28:1–10)

While gathering firewood, Paul was bitten by a venomous snake.

The islanders expected him to die.

Instead, Paul suffered no harm.

The people were astonished.

God continued protecting Paul and providing opportunities for witness.

Paul also prayed for and healed several people on the island.

Even while waiting to continue his journey, Paul remained faithful to God’s mission.

Arrival in Rome

(Acts 28:11–16)

At last, Paul arrived in Rome.

Believers came out to greet him along the way.

Their encouragement strengthened him.

Although Paul remained under guard, he was allowed some freedom to receive visitors and continue teaching.

God had fulfilled His promise.

Paul had reached Rome.

Speaking to Jewish Leaders

(Acts 28:17–29)

Paul invited local Jewish leaders to meet with him.

He explained why he was in Rome and once again proclaimed Jesus Christ as the fulfillment of God’s promises.

Some believed.

Others rejected the message.

This pattern had followed Paul throughout his ministry.

The responsibility of the believer is faithfulness.

The response belongs to God.

The Gospel Continues Unhindered

(Acts 28:30–31)

Acts concludes with Paul living under house arrest for two years.

Despite his circumstances, he welcomed visitors, taught the Scriptures, and proclaimed the kingdom of God.

Luke ends the book with a powerful word:

“Unhindered.”

The gospel continued moving forward.

Prisons could not stop it.

Storms could not stop it.

Opposition could not stop it.

God’s mission remained unstoppable.

Reasons We Believe

God Keeps His Promises

God promised Paul he would testify in Rome.

Despite many obstacles, God fulfilled that promise.

Believers can trust God’s faithfulness today.

Circumstances Do Not Determine Mission

Paul’s imprisonment did not prevent ministry.

God can use believers in every season and circumstance.

The Gospel Continues Moving Forward

Acts ends with the message of Jesus still being proclaimed.

The story of the Church continues beyond the pages of Scripture.

Every Believer Has a Role

The mission did not depend on one person.

The Holy Spirit worked through countless believers throughout Acts.

God continues calling ordinary people to participate in His work.

Obedience in Action

Acts 28 challenges believers to ask:

Do I trust God’s promises even when the journey is difficult?

How can I serve God in my current circumstances?

Am I looking for opportunities to share Christ wherever I am?

What obstacles might God be using for a greater purpose?

How can I encourage others in their faith?

God often works through situations we would not choose ourselves.

Consider these questions:

Why is Rome an important destination in the Book of Acts?

What does Paul’s arrival teach us about perseverance?

Why do you think Luke ends Acts without describing Paul’s final outcome?

What does the word “unhindered” mean to you?

How can you participate in God’s mission today?

Possible Responses

You may recognize ways God has remained faithful during difficult seasons.

You may identify opportunities to serve God in your current circumstances.

You may feel encouraged that God’s work continues beyond what you can see.

Living the Message

The Book of Acts begins with Jesus commissioning His followers.

It ends with the gospel being proclaimed in Rome.

The mission has expanded from Jerusalem to the center of the Roman Empire.

Yet the story does not truly end.

Luke leaves the ending open because the mission continues.

The same Holy Spirit who empowered the early Church continues to work through believers today.

The story of the Church is still being written.

And we are part of it.

The Story Continues

Acts closes without a final conclusion because God’s work continues through every generation.

The mission that began with the apostles continues whenever believers:

Share the gospel

Serve others

Make disciples

Pray faithfully

Trust God’s promises

Live by the power of the Holy Spirit

The Church continues carrying the message of Jesus Christ to the world.
